Abstract

The development of the localities depends to a large extent on the role played by three fundamental entities such as the State, Society and the Company, which must be established through true processes of citizen participation, which will be called the "Necessary Triangulation", in which these three protagonists articulate processes in order to promote and enhance Human Development. For the purposes of the analysis,the context of the town of Isnotú will be taken, as it is considered a tourist destination due to the location of the sanctuary of Dr. José Gregorio Hernández, a historical figure, who is visited by innumerable tourists motivated by devotion and religious faith. This juncture represents a potential of great value that can turn Isnotú into a true Spiritual Paradise, in which there is the internalization of complex processes inherent to Human Development proposed by Amartya Sen and capabilities approach, in which being human must be studied in its context, taking reference indicators such as levels of poverty, inequality, exclusion, unemployment, quality of life, among others, whose information will serve as the basis for evaluating and designing public policies consistent with reality. It is necessary to limit that the human being has full capacity to achieve what he is allowed to be and do, if the environment offers him the necessary opportunities, in this way Human Development is determined by the well-being and quality of life of a community. For its part, making Isnotú a tourist destination par excellence implies adopting a new economic paradigm, based on Sustainable Tourism, in which all the actors design and execute actions rationally taking advantage of the surrounding resources, in search of guaranteeing their permanence in the time, ensuring the economic future of the new generations.
