Effectiveness of the Jóvenes Construyendo el Futuro Program in Northern Sinaloa

The study evaluated the effectiveness of the Jóvenes Construyendo el Futuro (JCF) program in the municipalities of Ahome, El Fuerte, and Choix between 2019 and 2021. A convergent mixed‐methods design was applied, using structured surveys and semi-structured interviews with 150 beneficiaries, 30 tutors, and 10 public officials. The surveys measured satisfaction, skills development, and institutional support, while the interviews explored experiences, barriers, and improvement proposals. Quantitative data were analyzed using descriptive statistics, and qualitative data through thematic analysis. The results show that 80% of the beneficiaries reported high satisfaction with the program and 85% perceived improvements in their job skills. Likewise, 90% would recommend the program to other young people. However, important challenges were identified: delayed payments, lack of institutional follow-up, and limited specialized training options. Interviews highlighted positive impacts on employability, quality of life, and social cohesion, although perceptions of distrust in administrative processes and the need to strengthen communication among actors persisted. The study concludes that the program contributes to strengthening youth human capital, but requires improved operational follow-up and expanded training opportunities to achieve a more equitable and efficient implementation.
