Abstract

Sustainable human development includes the coherent application of policies and instruments that seek to improve the conditions of economic, social, population, cultural and environmental progress; through plans, programs and projects that would be aimed    at    generating   improvements    in    the    quality    of    life    in    harmony    with demographic/territorial dynamics, equitable social improvement and the conservation of natural resources, towards the full exercise of rights and equality of opportunities. Such consideration arises based on the recognition given to the relationship between cultural identity and development within its productive dimension and its impact on social welfare for the improvement of the living conditions of the inhabitants. This new vision of development has far-reaching results for the organization of the regions, since it is essential to recognize the specific roles of each of the significant actors in the processes and capacities of people. These elements require a new vision, based on development planning from the local, which considers the essential and particular of the localities to promote it globally, studying and promoting the potential of each place. In this way, alternatives are presented to demonstrate the opportunities, both for income and employment; as well as alternatives for progress and management of the territories as proposals for development policies, a fundamental key to a humanist future for the new generations.
